General Terms and Conditions
Effective: 10 September 2026 | Last updated: 10 September 2026
This document sets out the general terms and conditions (GTC) for the electromobility service. Using the Service requires registration on the Website or in the Application and express acceptance of these GTC, or, for guest charging, acceptance on the guest payment page. The Provider acts as CPO (charge-point operator) and eMSP (electromobility service provider) under Act I of 1988 on Road Traffic and Government Decree 243/2019 (X. 22.). These GTC include the Privacy Policy as the data-processing notice for the contractual relationship.
The language of the contract is Hungarian. Versions in other languages are for information only; in the event of any discrepancy, the Hungarian text prevails.
Definitions
“Privacy Policy” means the Provider’s data-processing and privacy notice, the current version of which is available on the Website and in the Application.
“GTC” means these general terms and conditions.
“Service” means the electromobility service — as defined in Act I of 1988 on Road Traffic (Kkt.) — and related ancillary services provided, on a standing or ad-hoc basis, through electric-vehicle charging equipment operated by the Provider or a third-party operator, used by the Customer to charge the energy storage of an electrically driven vehicle.
“Application” means the PlugZone mobile application provided by the Provider for using the Service.
“Fee” means the consideration payable by the Customer to the Provider for using the Service, as set out in the Tariff.
“Tariff” means the Fees published by the Provider on the Website, in the Application and at the charging point, including the Alap / Smart / Pro HUF/kWh rates and the guest-charging rate.
“Website” means the online interface used to access and settle the Service, available at https://plugzone.hu.
“Product” means the electricity required to propel a fully or partially electrically driven vehicle.
“Electric Charging Station” means the area including public charging equipment operated by the Provider, where the Customer may charge the vehicle’s energy storage (take the Product) on an ad-hoc basis or under a standing relationship.
“Customer” means a natural or legal person, or an organisation without legal personality, that uses the Service.
“Provider” means PlugZone.hu Limited Liability Company.
“Charging Unit” means 1 kWh of electricity consumed through the charging equipment or — if the Tariff so provides — 1 minute of charging time.
“Settlement Unit” means each started 1 minute of charging time for time-based billing, or each started 1 kWh for energy-based billing.
“Settlement Mode” means time-based, energy-based or mixed billing. The default Settlement Mode is energy-based billing.
“Balance” means the prepaid amount assigned to the registered Customer’s PlugZone account, from which the Fee may be deducted.
“Guest charging” means ad-hoc charging without registration, started by scanning the QR code of the connector and paying by card.
“Subscription” means the paid monthly Smart or Pro tier offering the discounted HUF/kWh rate published in the Tariff during the current subscription period. The default registered tier without a paid subscription is Alap.
“Intellectual Property” means the Provider’s trade marks, software, copyrights, domain names, know-how, trade secrets and any other protectable or unprotected intellectual creations relating to the Website, the Application and the Service.
“Overstay Fee” means — if included in the Tariff — the fee the Provider may charge if, after charging has ended and any grace period has expired, the Customer leaves the charger connected to the vehicle or occupies the bay without charging.
“Force Majeure” means circumstances unforeseeable at the time of contracting and beyond the Parties’ control — including a public-health emergency, epidemic, natural disaster, war, earthquake, flood, fire or act of terrorism — that prevent a Party from performing its contractual obligations.
1. General provisions
1.1. Purpose and subject matter
The purpose of these GTC is to define the content of the Service between the Provider and the Customer, the terms of providing and using the Service, and the other terms of the contract concluded in connection with the Service.
These GTC constitute general contract terms within the meaning of Section 6:77 of Act V of 2013 on the Civil Code (the “Civil Code”).
These GTC have been drawn up with regard to Act I of 1988 on Road Traffic (Kkt.) and Government Decree 243/2019 (X. 22.) on certain questions of electromobility services.
1.2. Scope
The GTC in force from time to time are available on the Website.
The Provider reserves the right to change the manner and circumstances of providing the Service unilaterally, for a well-founded reason relating to the Provider’s operation or the provision of the Service, by amending these GTC.
The Provider shall notify the Customer of an amendment — identifying the amended provisions — at least 10 days before it takes effect, by one of the means in section 9.2, and shall publish the amended GTC on the Website.
If the Customer continues to use the Service after the amended GTC take effect, the amended terms are deemed accepted. In a standing relationship the Customer may terminate the relationship with effect from the stated effective date, up to that date, if the Customer does not wish to accept the amended GTC. A material change to the Customer’s rights or obligations becomes part of the GTC only if the Customer expressly accepts it after a highlighted notice from the Provider.
1.3. Formation of the contract, publication and acceptance
The contract for the Service is formed by registration on the Application or Website and express acceptance of the GTC, or by using the Service. The Provider makes the GTC available on the Website so that the Customer can store and retrieve them, including without registration.
The contract is formed at registration by express, checkbox-based acceptance of these GTC and the Privacy Policy. For guest charging, the contract is formed for the duration of that session when payment is started after the QR scan, by accepting the terms shown on the payment page.
The Service may be used only by legally capable natural persons who have turned 18, in their own name, and by legal persons and organisations without legal personality through their representatives. By using the Service the Customer warrants that they are authorised to do so.
1.4. Supplementary terms
In addition to the GTC, the relationship is also governed by special terms (including promotions, Fees and payment terms) that the Provider offers or determines from time to time in connection with the Service and that the Customer accepts.

3. Content and use of the Service
3.1. Ways of using the Service
The Service may be used as follows. The Customer must provide true and up-to-date information. Only persons who have turned 18 may use the Service.
- On the Website, with registration: account, Balance, RFID, subscription and charging history.
- On the Website, without registration (Guest charging): scan the connector QR code and pay by card.
- Via the Application: registration is required; the account, Balance, map, charge start and invoicing are available in the app.
- With an RFID identifier: an RFID tag or card assigned to the account may start charging at designated points. RFID credentials are not transferable.
3.2. Charging and use of the station
When charging ends, the Customer must disconnect the cable and leave the bay belonging to the charger. The bay may not be used for parking or storing a vehicle without actual charging.
If the Tariff includes a grace period or an Overstay Fee, those published amounts and durations apply. Even without such a fee, the Customer must leave the bay without undue delay after charging ends.
Instructions for using the charging equipment are on the equipment, the Website or the Application. If the Customer uses a point not operated by the Provider, that operator’s terms apply.
3.3. Restriction and interruption
The Provider may change the manner and circumstances of the Service, or suspend or restrict it, for justified reasons, including maintenance, grid-operator instructions, an authority decision, safety reasons or Force Majeure.
Planned maintenance is announced on the Website or in the Application where reasonably possible. Unplanned outages are communicated within a reasonable time given the circumstances.
The Provider may refuse or immediately interrupt the Service if required by law or by an authority or court decision, or if the Customer breaches the GTC. In the event of a serious or repeated breach the Provider may permanently exclude the Customer, terminate the contract with immediate effect and refuse further contracts.
3.4. Balance
A registered Customer may top up a Balance on the Website or in the Application. The Balance is used to pay the Fee; it cannot be transferred to a third party and is not a generally circulating electronic-money instrument. It may be used only in a closed loop to pay for the PlugZone Service.
Available top-up amounts, payment methods and any minimum balance are shown on the Website and in the Application. If the Balance is insufficient, starting a charge may be refused, or the Fee may be collected by the selected payment method.
Unused Balance is refunded to the original payment method when the account is closed or when the consumer exercises the right of withdrawal/termination, after deducting the Fee for Service already used, within 14 days. The Balance does not expire while the account is open and cannot be forfeited for breach except against a finally established fee or damages claim.
3.5. Subscription (Alap / Smart / Pro)
A registered Customer uses the Service on the Alap tier unless they have an active Smart or Pro subscription. HUF/kWh rates for each tier are in the Tariff. Monthly fees, plan changes, cancellation and grace rules are published on the Website and in the Application.
A company sub-user (company_sub) cannot buy their own subscription; the company administrator’s tier or company wallet override applies, if any.
3.6. Payment methods
The Fee may be settled by one of the following methods chosen when starting the Service or set in the account:
- Balance (wallet) — charged against the prepaid amount in the account.
- Card / electronic payment — through the Provider’s payment service provider (Adyen), with pre-authorisation and capture of the actual Fee.
- Guest charging — by QR code and card payment, without registration.
3.7. Notice of the session
The Provider may send information about the session to the Customer’s e-mail address or in the Application, including energy delivered, the Fee and — if Balance was used — the remaining amount.
4. Fees and payment
4.1. Amount of the Fee
The current Fee is set out in the Tariff, on the Website, in the Application and — under section 19 of Government Decree 243/2019 (X. 22.) — on the charging equipment. The Fee may differ by station, time of day and tier (Alap, Smart, Pro, guest). The billed Fee is the HUF/kWh rate in force when charging starts for the account’s tier, or the guest rate for guest charging; that rate stays unchanged for the whole Session.
Prices are gross of VAT. Settlement is based on energy (kWh) measured by the certified (MID) meter in the charge point. The vehicle display may differ; the charger meter prevails for billing.
At publicly accessible points of 50 kW or more deployed after 13 April 2024, the ad-hoc price is based on kWh of electricity delivered, as required by Article 5 of Regulation (EU) 2023/1804 (AFIR); an occupancy/per-minute fee may be charged only as allowed by that Regulation and if shown in advance.
Below 50 kW, ad-hoc payment may be made by QR code and a secure online card payment. At points of 50 kW or more that fall under the Regulation, the Provider provides a payment-card reader or a contactless device able to read payment cards at the site.
4.2. Payment terms
For guest charging, the payment service provider may place a pre-authorisation hold in the amount published in the Tariff or on the payment page. When the session ends, the Provider captures the actual Fee and releases the remainder. Bank release timing depends on the card issuer.
For a registered Customer the Fee is deducted from the Balance or — if card payment is selected — captured from the amount pre-authorised with the payment service provider. Card data are processed by the payment service provider; the Provider does not store them in full.
If payment fails, funds are insufficient or pre-authorisation is declined, the Provider may refuse or restrict the Service and later collect the debt, including by sending a payment request.
The Provider issues an electronic invoice for the Fee and sends it to the Customer’s e-mail address and/or makes it available in the account.
4.3. Card payments
Online card payments are processed by the Provider’s payment service provider (Adyen), an institution supervised by the National Bank of Hungary or the competent supervisor.
If the Service was used but not paid due to a technical failure, the Customer must pay the Fee afterwards on the basis of a payment request sent by e-mail.
4.4. Subscription fee
Monthly Smart and Pro fees are set out in the Tariff. The subscription is valid for the stated period after successful payment. On cancellation the discounted HUF/kWh tier remains until the end of the paid period unless the published terms provide otherwise.
If renewal fails (past due), the Provider may grant a grace period; after it expires the Customer reverts to the Alap tier.
The monthly subscription fee is independent of the charging Fee; the two are not offset against each other unless the Tariff expressly so provides.
4.5. Cancelling before charging starts
A session that has not yet started may be cancelled on the Website or in the Application where that function is available. Any hold is then released. The Fee for a session that has already started is based on energy actually delivered (and any other Tariff items).
5. Liability for breach
5.1. Provider’s liability
The Provider’s liability for damage caused by breach is governed by the Civil Code, without prejudice to mandatory consumer-protection rules.
It is not a breach by the Provider if electronic-communications, electricity or payment services are interrupted, or the Service cannot be used for any other reason outside the Provider’s control.
The Provider is not liable for damage arising from improper use of the Service, from a defect in the Customer’s vehicle, cable or connector, or from a third party’s conduct.
5.2. Customer’s liability
The Customer must compensate the Provider under the Civil Code for damage arising from a breach of these GTC.
The Customer is fully responsible for keeping account credentials, passwords, RFID devices and payment instruments safe, and for charges started with them.
The Customer must use the charging equipment as intended and in accordance with the instructions, and warrants that the vehicle is suitable for public charging.
Overloading the system, unauthorised access, unlawful processing of others’ data, attempts to circumvent the Fee, and any unlawful activity are prohibited.
5.3. Force Majeure
Deadlines in these GTC are extended by the duration of Force Majeure if Force Majeure prevents performance.
The Parties shall notify each other of Force Majeure by the means in section 9.2, within a reasonable time given the circumstances.
6. Customer service and fault handling
6.1. Customer service
The Customer may contact the Provider at e-mail-cím, at other addresses published on the Website, and — if provided — through in-app messaging.
6.2. Fault handling
The Customer must report faults or irregularities relating to the Service to the Provider. The Provider is not liable for damage caused by late or omitted reports.
If the fault occurs at a charging point not operated by the Provider, the Customer must first report it to that operator.
7. Complaints
The Customer may submit a complaint in writing to the Provider’s postal address or to e-mail-cím.
Written complaints are processed within 8 working days and answered on the merits within 15 working days. Complaint records are kept for 5 years as required by consumer-protection law. A Customer who is a consumer may also turn to the consumer-protection authority, a conciliation board, the EU online dispute-resolution platform or a court.
8. Termination
8.1. Ordinary termination
The Customer may terminate the contract by deleting the account or by cancelling the Service on the Website or in the Application, subject to sections 1.2.4 and 4.5. Termination does not release the Customer from paying the Fee for the Service already used.
8.2. Extraordinary (immediate) termination
The Provider may terminate the contract with immediate effect and without liability for damages if
- the Customer uses the Service fraudulently, abusively or in breach of safety rules;
- the Customer breaches a material obligation in these GTC or in a contract between the Parties;
- another provision of these GTC expressly so allows.
On extraordinary termination the Parties shall settle the consideration for the Service provided up to the effective date, and unused Balance shall be refunded within 14 days after deducting lawfully enforceable fee and damages claims.
Even after extraordinary termination the Provider may enforce claims arising from the breach.
In the cases set out in these GTC the Customer may terminate with immediate effect by a statement addressed to the Provider on the Website, in the Application or by e-mail.
9. Final provisions
9.1. Defined terms
Capitalised terms in these GTC have the meaning given in the Definitions chapter or in the text.
9.2. Notices
The Parties may make statements on the Website, in the Application, by e-mail or by post. An e-mail is deemed served on the following working day; a statement on the Website or in the Application when recorded; a registered letter when delivered (or on the date delivery was attempted if refused or returned unclaimed).
9.3. Assignment
The Provider may assign the relationship under these GTC, with prior notice to the Customer and under the Civil Code, to a third party that carries on the same or a similar activity and undertakes to provide the Service on these GTC. A consumer Customer need not accept an assignment that is detrimental to them, and may terminate the contract free of charge within 30 days of notice of the assignment. The Customer may not assign the contract without the Provider’s prior written consent.
9.4. Waiver
Failure by the Provider to exercise a right does not constitute a waiver of that right.
9.5. Severability and entire agreement
If any provision of these GTC is invalid or unenforceable, the remaining provisions remain in force. These GTC and any contract referring to them constitute the Parties’ entire agreement on the Service.
9.6. Data processing
The Provider processes personal data under the GDPR and the Privacy Policy. By using the Service the Customer acknowledges processing as described in that notice.
9.7. Governing law
These GTC and the contract between the Parties are governed by Hungarian law.
9.8. Dispute resolution
The Parties shall first attempt to settle disputes by negotiation. Failing that, the court with jurisdiction under the Code of Civil Procedure shall decide. A consumer may also turn to the Budapest Conciliation Board, the National Authority for Trade and Consumer Protection, and the European Commission’s online dispute resolution platform (https://ec.europa.eu/consumers/odr).
9.9. Language
The language of these GTC and of any contract referring to them is Hungarian. In the event of any discrepancy, the Hungarian version prevails.
10. Consumer right of withdrawal and termination
Distance contracts are governed by Government Decree 45/2014 (II. 26.) on contracts between consumers and businesses.
A Customer who is a consumer may withdraw from a Smart/Pro subscription or a Balance top-up within 14 days of conclusion, without giving reasons, or — if performance has started — terminate the contract. Notice must be sent to e-mail-cím or given on the Website/Application.
If the consumer expressly asked for the Service (charging) to start within the 14-day period, the consumer must pay for electricity already delivered. A Session that did not start (0 kWh) attracts no Fee. The unused Balance and the unused portion of a subscription fee are refunded to the original payment method within 14 days.
The exceptions in section 29 of Government Decree 45/2014 (II. 26.) — in particular a service fully performed at the consumer’s request during the withdrawal period, and electricity supplied in a limited quantity — apply to charging Sessions already performed.
11. Refunds
In case of an erroneous or duplicate charge the Provider refunds the excess to the original payment method via the payment service provider (Adyen).
Unused Balance and amounts due after withdrawal/termination under section 10 are refunded within 14 days to the original payment method.
A Fee lawfully billed for energy actually delivered is not refunded merely because of a later tariff change.
12. Conciliation, consumer protection, online dispute resolution
In a consumer dispute the conciliation board competent for the Provider’s registered office is:
Budapest Conciliation Board — 1016 Budapest, Krisztina krt. 99. — phone: +36 1 488 2131 — e-mail: [email protected] — https://bekeltet.bkik.hu
Consumer-protection authority: National Authority for Trade and Consumer Protection (NKFH), 1122 Budapest, Városmajor utca 35., phone: 06 80 310 020, [email protected], https://nkfh.gov.hu
Online dispute resolution: European Commission ODR platform, https://ec.europa.eu/consumers/odr
Supervision of public charging-point operation and electromobility services: Hungarian Energy and Public Utility Regulatory Authority (MEKH), https://www.mekh.hu. The operating-licence number will be shown in the imprint at go-live.
13. Invoicing
The Provider issues an electronic invoice for the Fee through Számlázz.hu (KBOSS.hu Kft.), makes the PDF available in the account and sends it to the registered e-mail address.
